SDA Eligibility Guide
Not everyone on the NDIS qualifies for SDA. Only around 6% of NDIS participants meet the strict eligibility requirements for Specialist Disability Accommodation funding. This guide explains exactly who qualifies, what evidence you need, and how to strengthen your application for NDIS-funded specialist housing. SDA is for NDIS participants with significant disabilities who need specialist housing features to live safely and independently. This includes people with physical disabilities, intellectual disabilities, autism, acquired brain injuries, and complex health conditions. The key question is whether your disability creates housing needs that standard properties cannot meet, even with modifications. If mainstream housing poses genuine barriers to your independence or safety, you may meet SDA eligibility requirements.

You must be a current NDIS participant. SDA funding is only available through the NDIS, so if you are not yet a participant, that is your first step.
Your disability must significantly impact daily activities like mobility, self-care, or communication. The impairment must be permanent, and specialist housing features must be necessary for your independence.
Alternatively, you may qualify if you need 24/7 support or constant daily assistance. Your needs must be significant enough that standard housing cannot accommodate them.
You must prove that purpose-built housing features are essential for your safety, independence, or quality of life. This is often the deciding factor in SDA approvals.
You must be 18 or older and an Australian citizen, permanent resident, or hold a Protected Special Category Visa. Most participants are 18-65, though exceptions apply.
Your assessment considers risks of injury, property damage, or emergencies. Evidence from allied health professionals documenting specific safety concerns supports your case.
The NDIA will assess why your current home cannot meet your needs, even with modifications. Demonstrating genuine safety or independence challenges strengthens your application.

01Confirm NDIS Participation | You must be a current NDIS participant aged 18 or older to access SDA. While most SDA residents are between 18-65, participants outside this range may also qualify. NDIS SDA eligibility is only available within the NDIS framework. |
02Demonstrate Extreme Functional Impairment | SDA eligibility requirements include evidence of extreme functional impairment. This means your disability affects your ability to perform daily tasks. You need specialist housing features to live safely and independently. |
03Show Very High Support Needs | You may also meet SDA eligibility requirements if you have very high support needs. This means you need 24/7 support or significant daily assistance. Standard housing cannot meet your needs. |
04Request an SDA Assessment | Ask your support coordinator for an SDA assessment. This process checks if you meet NDIS SDA eligibility requirements. The assessment looks at your functional capacity and housing needs. |
05Gather Supporting Evidence | Collect occupational therapy reports, medical assessments, and functional capacity evaluations. The stronger your evidence linking disability to housing needs, the better your chances of approval. |
06Submit Your SDA Application | Work with your support coordinator or Local Area Coordinator (LAC) to submit a formal SDA funding request to the NDIA. If you do not have a support coordinator, your LAC or NDIS planner can assist with the application process. |

10Prove Housing-Related Need | You must demonstrate that specialist housing features are essential to meet your disability-related needs. This means showing how purpose-built SDA design elements directly support your independence, safety, or wellbeing in ways mainstream housing cannot. |

You may meet SDA eligibility requirements if you have extreme functional impairment or very high support needs. An occupational therapist can complete your SDA assessment and recommend the right design category. Contact us to discuss who qualifies for SDA and whether NDIS SDA might suit your situation.
SDA residents pay a reasonable rent contribution, typically 25% of the Disability Support Pension plus 100% of Commonwealth Rent Assistance. Your NDIS SDA funding covers the difference between your contribution and the actual property costs. This makes specialist housing affordable for eligible participants.
Generally, SDA is for the NDIS participant only. However, in some circumstances, a partner or dependent child may live with you. This depends on the property type, your support arrangements, and provider policies. Discuss your family situation with Edenbridge Living to explore options.
If declined, you can request an internal review of the decision within 3 months. Gather additional evidence, obtain more detailed OT assessments, and work with your support coordinator to strengthen your case. Many participants are approved on review with better documentation. You can also request an external review through the AAT.
Timeframes vary depending on your circumstances and evidence availability. Gathering assessments may take several weeks, and NDIA decisions can take additional time. Starting early and having comprehensive documentation ready can help expedite the process.
